Kamlesh Desai We are drawing towards the end of 2009, and before we go on to 2010, it is time to review car insurance changes which have been implemented in 2009 and which will help us in getting a low car insurance rates. As of October 2009 seven states-California, Connecticut, New Jersey, New York, Oregon, Utah and Washington State-plus the District of Columbia, have banned the use of hand-held cell phones while driving. In Utah and Washington State this law does not fall under “primary enforcement” which would mean that in these states the motorist is not ticketed for using a hand-held cell phone.
